Baking cups, or cupcake cups, or cupcake liners are small paper cups to place cake batter when baking, usually having a greaseproof lining. It prevents the cake from sticking in the mold, makes easy removal of the mold, and can be used as direct packaging to provide cleanliness. They are most often constructed of greaseproof paper or aluminum foil, and they withstand heat. They come in various shapes such as round and square and may be reusable or disposable. Therefore, they find application both in home baking and commercial usage.

Baking cups vs cupcake liners in short: baking cups are used separately, liners have to be used together with molds, that is the most important distinction.
Baking cups tend to be single-stand cups that can be placed directly into the oven. They are made of thicker material (e.g. silicone, heat-resistant paper, or aluminum foil) that can resist the cake batter by itself, and work best for direct baking and unmolding.
Cupcake liners (paper tray) are thinner, mainly used for placing inside the mold to prevent sticking, usually need to be used with metal or silicone molds, mostly disposable paper, with patterns or colors, mainly for decorative and anti-sticking purposes.

Aluminum foil liner is also very good, especially suitable for high temperature baking, can make the cake heat more evenly. Don't buy too thin one, it's easy to bake and deform. The white greaseproof paper cups used in ordinary bakeries are good, cheap and practical.

Don't worry if you don't have cupcake liners, there are many things you can use instead. You can cut baking paper into circles, fold them over and put  them in the molds to prevent sticking. If you have a silicone mold for muffins, it's even more convenient, just pour the batter and bake, and then wash it and use it again and again. If you can't, you can use tinfoil to pinch a small cup, although it doesn't look too good, but it's no problem to bake a cake. Small ceramic bowls, glass cups at home can also come in handy, remember to smear layer of oil first. Be careful though, never use printer paper or newspaper instead, it's not safe at high temperatures. If these are not available, just brush more oil and sprinkle some flour in the mold, and be careful when removing the mold can also be successful.
